Overview

This patch resolves several issues with Parcel Builder Version 3, and adds several performance improvements. A list of revisions included in this patch is shown below.

Installation Instructions

Parcel Builder Version 3 must already be installed on your computer (with or without Patch 1). This patch incorporates all of the changes included in Parcel Builder Version 3 Patch 1. The user installing this patch must have administrative privileges. To install, click on UpdateV3Patch2.exe and follow the instructions.

List of Changes

Parcel Builder Version 3 Patch 2 includes the following enhancements and fixes.

Parcel Builder Administrator Changes

Listener

Point_Type (Centroid & non-centroid)
When the Acreage field in the Administrator Maintenance tab is updated on a parcel currently linked to the map, the Point_Type value could change (from centroid to non-centroid, or vice-versa), depending on the Point_Type of the most recently linked parcel. With this patch, the Point_Type values will no longer change.

Database revisions
Due to this issue it is possible that some of the features in your Parcel Point feature class are coded with the wrong Point_Type value (centroid vs. non-centroid). The following procedure can be used in ArcMap to select points that have Point_Type values inconsistent with the Label_Class values.

a) Open ArcMap and start an edit session.
b) Select all of the points in the Parcel Point feature class.
c) Run the ESRI "Validate Features" tool (located at Editor > Validate Features).
d) Once completed, this tool will give a message stating the number of invalid points. The invalid points will remain selected.
e) Review the selected points, and modify their Point_Type and/or Label_Class values as needed.

Oracle Support

A number of changes have been made to Parcel Builder Configuration and Parcel Builder Administrator to provide better support for Administrator databases stored in Oracle.

Polygon Model

When working in Administrator, the Point_Type pull down list currently defaults to 'Parcel Num', and reverts back to 'Parcel Num' whenever the tree view is changed. To avoid this issue when using the Polygon model, run Parcel Builder Configuration, and in the Custom Types screen:

a) Remove the 'Parcel Num' entry.
b) Move 'Parcel Polygon' to the top of the list.
c) Parcel Polygon will then appear in Administrator as the Point_Type until changed by the user.

CAMA Plug-ins and the Add Condo Task

When using a CAMA plug-in that allows default tasks only, Parcel Builder Configuration previously disabled the Add Condo task. As a result, when trying to add a condo in Parcel Builder Administrator, the user would get a message stating "The task Add Condo is not supported by the plug-ins". With Patch 2, Configuration no longer disables the Add Condo task. In addition, Administrator has been revised to no longer show disabled tasks, rather than giving a message when a disabled task was selected.

It is possible that the Add Condo task is currently marked as disabled in the user's database, in which case it will not appear in the list of available tasks. If this is the case, rerunning Parcel Builder Configuration (Patch 2) will reset the Add Condo task so that it is no longer disabled.

Parcel Builder MapEditor Changes

Link PIN to Polygon & Transfer Point Values to Polygon

Performance has been significantly improved for both of these tools when they are applied to more than 150,000 features.

Cartographic tools

All of the tools on the Cartographic toolbar have been modified to remember the last scale setting applied by the user. For example, if the scale is set to 1:4800 for one of the cartographic tools, that value will appear by default in all of the tools.

Global IDs

Several tools that copy tagged features have been revised to support the presence of Global ID fields in ArcSDE feature classes and tables. The MapEditor tools to export annotation (Anno/Carto Conversion, Export Annotation Classes, and Export Selected Annotation Features) have also been revised to support the presence of a Global ID field. New annotation feature classes created through these tools will not include a Global ID field.

Parcel Builder MapViewer Changes

The Sidwell Client application included with MapViewer has been modified to support the transfer of alpha-numeric data, rather than only numeric data.

All Components

Version Number

You can verify the installed Parcel Builder version and patch number by viewing the "About Parcel Builder..." boxes in each component. Parcel Builder MapEditor / MapPlotter will indicate Version 3 - Patch 2. In Parcel Builder Administrator, this Patch is referred to as Version 3.2.x. Parcel Builder MapViewer has not been changed with the patch, so it will continue to display "Parcel Builder Version 3". The Sidwell Client Application that is provided with MapViewer will show Version 2.0.0.0.
